HIRSCHWANG/RAX, Austria – The Hirschwang 2025 knowledge forum convened to address the challenges and opportunities facing the “Solidarity State 5.0” in an era defined by increasing automation, robotics, and artificial intelligence.
Integrating Automation into the Welfare State
Markus Wieser, president of AK Lower Austria and chairman of ÖGB Lower Austria, opened the forum by highlighting the central question: how can the value created by automation and AI be integrated into the financial foundation of a robust welfare state? Wieser emphasized the need for a fair distribution of the tax burden in light of these technological advancements.
“Today it is about those topics that are focused on interests politically, and which, also, our current – consistently noticeable – distribute tax burden fairly,” Wieser said. “Namely,the question of how the value creation generated by means of automation,robotics and artificial intelligence,which will increase according to forecasts,can be integrated into the financing base of a solidarity state.”

“It was always vital to me to include science, research, representatives of interests, industry and international experts to achieve results that are borne by a broad basis and from which everyone should benefit,” Wieser stated. “The lively participation and the high-quality speakers are confirmation of how critically important this forum has become.”

Forum’s Origins in “3V for Austria’s Future”
Wieser traced the forum’s origins back to the “3V for Austria’s future” memorandum,created in 2019 and released to the public in April 2021. The memorandum addressed the changing world of work, distribution of resources, and security of care – topics that have only become more pressing in recent years.
“When we decided in 2019 to create the memorandum ‘3V for Austria’s future’ and this was made available to a general public in April 2021, we have not yet guessed how much the topics of change in the world of work, distribution and security of care will still be employed,” Wieser said.
The Hirschwang knowledge forum was founded last year to provide a platform for experts and stakeholders to discuss the future of work.“The aim was to gather all representatives and knowledgeable in order to discuss the future of work. And we succeeded,” Wieser concluded.
