It was analyzed that the amount of delinquent health insurance premiums paid by high-value delinquents was a whopping 14 times higher than that of the livelihood-type group, and that more than half of high-value delinquents were chronic delinquents who had not paid their insurance premiums for more than three years.
According to the analysis of data submitted by the National Health Insurance Corporation to Rep. Park Hee-seung of the Democratic Party of Korea (Namwon, Jangsu, Imsil, Sunchang) on the 23rd, as of the end of July this year, there were 941,000 households that had been in arrears with their health insurance premiums for more than six months, and the total amount in arrears amounted to KRW 1.5095 trillion.
Among these, 729,000 households, or 77.5% of the total, were in arrears with monthly insurance premiums of 50,000 won or less.

Low-income delinquent taxpayers with no income or paying insurance premiums of less than 1 million won were also counted at 575,000 households, accounting for 61.1% of all delinquent taxpayers.
On the other hand, the proportion of high-value delinquents with over 10 million won in delinquency was only 1.8%, but the average delinquent amount per household was 17.47 million won, which was 14.2 times higher than the average delinquent amount per household of livelihood-type delinquents (1.23 million won).
High-value delinquent debtors have been delinquent for a relatively long time.
While 28.1% of all delinquents have been delinquent for more than three years, more than half (53.6%) of high-value delinquents have not paid their insurance premiums for more than three years. There are 5,164 households (30.1%) with delinquents of more than 10 years, and the delinquent amount is 76.2 billion won (25.4%).
Rep. Park Hee-seung said, “Considering fairness with honest payers, we need to make multi-faceted efforts to increase the collection of unpaid insurance premiums from high-income earners who have the ability to pay, including restrictions on benefits, seizures, and disclosure of personal information.
