Amsterdam’s AI Welfare System Draws Criticism Over Algorithmic Role
Amsterdam’s welfare system, particularly the Smart Check AI programme, is facing increased scrutiny regarding its role in fairly distributing benefits. Welfare advocates, including Van der Vliet and representatives from the Amsterdam Welfare union, have voiced concerns about the challenges faced by the city’s approximately 35,000 benefit recipients.
These challenges include the need to repeatedly prove eligibility, the failure of benefits to keep pace wiht the rising cost of living, and a pervasive sense of distrust between recipients and the government. The AI’s role in these issues is now under review.
Even city officials acknowledge the system’s shortcomings. Harry Bodaar, a senior policy advisor focused on welfare fraud enforcement, described the system as fragile, noting that those at the bottom are most vulnerable to falling through the cracks.
The Participation Council initially opposed Smart Check,even as Bodaar and others hoped it would improve the system. This situation exemplifies a complex social problem with no easy solutions and possibly far-reaching consequences.
Suresh Venkatasubramanian, a former tech advisor to the White House Office of science and Technology Policy, stressed the importance of early community involvement. He added that officials must act on feedback and be willing to adjust their approach based on community needs.
“We are being seduced by technological solutions for the wrong problems,” said Dutch digital rights advocate Hans de Zwart. “Why doesn’t the municipality build an algorithm that searches for people who do not apply for social assistance but are entitled to it?”
Venkatasubramanian called the situation ”humbling,” noting that even with good intentions and responsible AI research, fundamentally flawed systems can still emerge.

Moving forward, AI developers must address these basic questions to avoid repeating past mistakes. The focus should shift to understanding and addressing the actual needs of the community to ensure fairness and efficacy in welfare distribution.
