Funding Strategic European Technologies

The Scaleup Europe Fund is a multi-billion initiative designed to invest in late-stage and growth companies across strategic technology sectors in Europe, according to the European Innovation Council. The fund targets critical areas including artificial intelligence, quantum technologies, semiconductor technologies, robotics and autonomous systems, energy technologies, space technologies, biotechnologies, medical technologies, advanced materials, and agritech.

The initiative responds to the urgent need for Europe to boost investments in scaleups and close the funding gap with global leaders, according to reporting from the European Innovation Council. Powered by public-private cooperation, the Scaleup Europe Fund anchors its initial backing in a group of founding investors. Alongside the European Commission, these investors include Novo Holdings, the Export and Investment Fund of Denmark (EIFO), CriteriaCaixa, Santander and Mouro Capital, Fondazione Compagnia di San Paolo, Intesa Sanpaolo, Fondazione Cariplo, APG Asset Management on behalf of Dutch pension fund ABP, Wallenberg Investments, and Allianz Lebensversicherung, Allianz Private Krankenversicherung, and Allianz France.

The fund will operate under the existing European Innovation Council (EIC) Fund umbrella structure, though it features a fully privately owned and market-based fund manager. Following a competitive selection process, the EIC Fund Board chose EQT as the preferred investment adviser and fund manager for the initiative, according to the European Innovation Council. The fund represents a key component of the EU Startup and Scaleup Strategy, which was initially announced by Commission President Ursula von der Leyen during her 2025 State of the Union Address with the goal of ensuring that fast-growing enterprises can choose to remain and scale within Europe.

EQT and the EIC Fund are currently finalizing foundational legal agreements covering the fund’s structure, governance, and investment framework. Meanwhile, the founding investors are progressing through internal due diligence and board approval processes. These steps are expected to conclude in the coming weeks ahead of a first closing and the launch of investment activities. The Scaleup Europe Fund and its designated fund manager will be officially presented at the EIC Summit on June 3, 2026, with the first investments anticipated in autumn 2026, according to the European Innovation Council.
