Escalating Case: Deportation Proceedings Initiated
The Bureau of Immigration (BI) of the Philippines has begun deportation proceedings against Jeremy K. Ferguson, a 48-year-old American pastor, following accusations of horrific physical and psychological abuse inflicted upon at least 160 children in Mexico, Pampanga. Immigration Commissioner joel Anthony Viado announced the action on Sunday, August 17, 2025, underscoring the BI’s commitment to protecting vulnerable children through its #ShieldKids campaign.

Criminal Charges and Legal Process
Ferguson is also facing criminal charges under Republic Act 7610, the Special Protection of Children Against Abuse, Exploitation and Discrimination Act. This law provides a comprehensive framework for protecting children and carries penalties of up to twelve years imprisonment. Commissioner Viado clarified that deportation can only occur after the court process is complete, either after Ferguson is cleared of all charges or after he has served any sentence imposed upon conviction.
Ferguson reportedly founded and directed the New Life Baptist Church of Mexico, Pampanga, Inc. (NLBCMPI), located in Barangay PANDACAQ. The allegations center around abuses that allegedly occurred within this organization, which housed minors.
Details of the Abuse Allegations
The arrest of Ferguson on August 13th was a joint operation by the Philippine National Police (PNP) Field Office 3 and the Pampanga Police Provincial Office’s Women and Children’s Protection Desk. The arrests followed complaints detailing a pattern of physical, verbal, and psychological abuse.Reports from both the PNP and the Department of Social welfare and Development (DSWD) paint a disturbing picture of the alleged conditions within the NLBCMPI.
Victims have reportedly recounted instances of physical assault resulting in injuries, as well as being deprived of food, chained, and confined to locked rooms. These accounts are currently being investigated by authorities.
Coordinated Response and Inter-Agency Cooperation
The BI’s involvement was prompted by official communication from both the PNP and the DSWD requesting assistance with the case. Social Welfare and Development Secretary Rexlon Gatchalian confirmed that Ferguson has been placed on the BI’s watchlist and a commitment order has been issued for his transfer to the BI warden facility in Bicutan, Taguig City.
Director Megan Manahan of the DSWD’s Standards Bureau (SB) explained that while the charges against Ferguson are bailable, his immigration case prevents his release. The DSWD initiated a spot monitoring of the facility on August 12th, which ultimately led to the surfacing of the abuse allegations.

The rescued children are currently under the protective custody of the Field Office 3 and are receiving comprehensive psychosocial support and other necesary interventions from social workers. The DSWD is prioritizing the well-being and recovery of the victims.
