Republican gubernatorial nominee Andy Biggs released a comprehensive campaign platform focusing on affordability, public safety, education, and elections ahead of the upcoming election cycle, framing the contest as a critical choice between governance styles. However, housing data tells a different story regarding the root causes of the cost crunch. According to Common Sense Institute data cited by ABC15 Arizona, a lack of new construction in the nearly two decades since the Great Recession is primarily responsible for the squeeze, with home prices having skyrocketed in the two years following the pandemic before Hobbs took office in 2023. Meanwhile, Gov. Hobbs has countered that Biggs’ support for economic policies such as tariffs pushed by former President Donald Trump actually worsens living costs, according to ABC15 Arizona.

To address the housing market directly, Biggs pledged to end the governor’s moratorium on homebuilding in the fast-growing West Valley. He also promised to systematically phase out the state income tax. According to ABC15 Arizona, Biggs maintains that eliminating the tax will not require cuts to state agencies or increases in other levies, arguing that incremental reductions will stimulate enough economic activity to sustain state revenues.

Policy Proposals on Education and Public Safety

The platform details several conservative policy objectives touching on social and administrative regulations. This transparency push follows Republican criticisms of Hobbs over pay-for-play allegations involving group-home operators who received rate increases after donating to her inaugural fund and the state Democratic Party—though Arizona Attorney General Kris Mayes’ office concluded a two-year investigation by finding insufficient evidence for bribery charges.

On education, Biggs stated he would protect and expand Empowerment Scholarship Accounts, which serve as the state’s school voucher system, while resetting math and reading standards.
