An Annapolis man has been charged with manufacturing and possessing destructive devices following an investigation that began with reports of illegal deer hunting.
Federal and State authorities executed a search-and-seizure warrant at the residence of Ralston Lee Scott Wygal, 37, on Blackwalnut Lane in Annapolis on April 14, 2026.
Agents recovered 32 suspected homemade explosive devices from Wygal’s garage, according to charging documents.
Some of the explosives were designed to be remotely detonated, while others were stuffed with BB’s or filled with flash powder.
Wygal admitted to making the devices during the investigation.
The Anne Arundel County Fire Department stated that investigators zeroed in on Wygal after numerous reported instances of illegal deer hunting in the roadway during nighttime hours.
