Dublin,Ireland – The Irish government is poised to formally approve a revised National Development Plan (NDP) next Tuesday,with a notable focus on transforming the nation’s infrastructure. While the overarching plan will be signed off, specific project details are expected to be announced by individual departments later, following the allocation of departmental budgets.

Key Infrastructure Areas Targeted for Investment

Sources indicate that the upcoming Budget 2026 will channel substantial investment into critical sectors, including housing, energy, water, and transport. This strategic allocation aims to foster future growth, prosperity, and job creation, as highlighted by Minister for Public Expenditure Jack Chambers.

Roads Funding Remains a Point of Contention

Despite the broad commitment to infrastructure, funding for new road projects remains a significant point of discussion. The Department of Transport has previously flagged a lack of clarity regarding the financial sources for certain road schemes, including the €600 million commitment to the A5 dual carriageway in Northern Ireland. It is anticipated that these funding uncertainties will be addressed within the revised NDP talks.

Housing Strategy Contingent on Funding Clarity

The government’s new housing strategy is intrinsically linked to the scale of funding that will be made available under the revised NDP. Without a clear understanding of the financial envelope, the completion of the strategy is on hold.

Water Infrastructure and Defective Block Schemes to Receive Funding

Minister for Health Jennifer Carroll MacNeill is reportedly advocating for substantial funding for the digitalisation of health services. This includes a potential €2 billion investment in electronic patient records, alongside funding for new elective hospitals to address non-urgent care and the expansion of community nursing units.

Budget 2026: A Departmental Approach to Project Funding

While the cabinet is scheduled to formally sign off on the revised NDP on Tuesday, this approval is expected to encompass the allocation of specific budgets to each government department.The announcement of particular projects to be funded is not anticipated on Tuesday. Rather, individual ministers will be responsible for deciding on specific projects based on the funding levels assigned to their departments.

Minister Chambers emphasised the government’s commitment to increasing overall investment in critical infrastructure,stating,”We certainly know that housing,energy,water and transport in particular are areas requiring that additional investment.There are other areas that require the additionality to provide for critical services and social infrastructure across communities in Ireland.” This approach underscores the government’s intent to drive economic growth and improve social infrastructure through targeted,strategic investments in Budget 2026.
