A decade-long partnership between developer fiminco and the town of Argenteuil ⁤has dissolved into legal action. Fiminco initiated proceedings against⁣ the Argenteuil town hall on April 7,following ‌the municipality’s ​decision this summer to scrap a real estate development planned for Héloïse Island,the site ⁣of the former Jean-Vilar‍ hall.

The project, initially dubbed “Cap Héloïse” and later “Les Promenades d’Argenteuil,” envisioned a complex featuring 150 residential ​units, 13,502 square meters of ⁤commercial space, a performance​ venue, and a nine-screen cinema.

Mayor Georges Mothron (LR), a ⁤staunch advocate for the project since 2016, announced its termination on⁣ July 4. He conveyed‌ the decision to⁣ the Jean Vilar Committee, a ‌group of project opponents who had frequently voiced their concerns to the mayor.

On August 14, Fiminco ⁤launched ​legal action against multiple parties it⁢ claimed had obstructed the project. These included ⁢seven associations ⁢(among them the Jean Vilar Committee), seven ‌individuals, six companies associated with the Seine shopping center, and the Casino Group (wich operated a Carrefour hypermarket at the location), as well as the Argenteuil‍ town hall itself.

Fiminco alleges that ‌the ⁤town hall caused financial​ losses by imposing a two-year delay on the building permit. The developer also accuses‍ other parties of filing numerous appeals that ‍further hindered ⁣the project. ‌Fiminco is seeking an expert ⁣assessment⁣ to determine the⁢ full extent of its damages, which it believes to be at least €28⁢ million.

According to the Jean Vilar committee, “After months of procedure, and work with our lawyer on⁤ the responses, the hearing was set for ⁢april 9,”. the committee also stated that “on April 7, Fiminco withdrew, renouncing this gag procedure,” while still pursuing action against ⁤the city for abandoning the project. The jean Vilar committee celebrated this development as a “victory per package.”

Despite Fiminco’s‍ withdrawal of the initial legal action,‍ the Jean Vilar committee intends to pursue four ongoing legal challenges. These challenges ⁢target the deliberation authorizing⁤ the land downgrading, the promise to sell to the promoter, the environmental authorization granted ⁣by the prefect, and the building permit itself.
