These projects, contracted but never constructed, have ignited public fury. Protesters marched down Epifanio de los Santos Avenue (EDSA), a historically important road symbolizing the 1986 People Power Revolution that ousted the elder Marcos. The symbolism was not lost on participants.
“This theft of public funds is truly shameful,” Aly Villahermosa, a 23-year-old nursing student, told Agence France-presse. “If there’s a budget for ghost projects, then why is there no budget for the health sector?”
