Recent Attacks Cause Critical Disruptions
As December 26, nationwide attacks in Ukraine have resulted in significant damage to civilian infrastructure, leaving numerous areas without essential services as temperatures fall below freezing, according to the Office for the Coordination of Humanitarian affairs (OCHA). Authorities have reported nearly 100 civilian casualties during this period.
kyiv City experienced a especially severe attack on December 27, resulting in deaths and injuries. Damage extended to energy facilities, residential buildings, a preschool, a university dormitory, civilian vehicles, and shops.
Power and Heating Outages Affect Millions
An energy company reported that over one million homes in and around Kyiv lost power following the strikes, as cited by OCHA.Approximately one-third of kyiv’s population was left without heating during the peak of winter, and water supply was also disrupted.
The regions of Chernihiv, Dnipro, Donetsk, Kharkiv, Kherson, Sumy, and Odesa were also affected, sustaining further casualties and damage to homes, educational institutions, and infrastructure.
As of this update, electricity has been restored to nearly 750,000 households in Kyiv and almost 350,000 households in the surrounding Kyivska region. However, heating and electricity remain intermittently disrupted due to emergency and scheduled power outages.
Humanitarian organizations have established warming tents to provide shelter, food, mobile phone charging stations, and basic assistance to residents.
Healthcare System Under Strain
These attacks occur against a backdrop of ongoing pressure on essential services. Ukraine accounted for approximately 42% of all reported attacks on healthcare facilities globally in 2025, according to the World Health Institution (WHO).
Out of over 1,000 attacks on health facilities worldwide in 2025, 561 occured in Ukraine, leading to 19 deaths and 201 injuries. A recent strike on the town of Izmail in the Odesa region damaged another health facility, highlighting the continued risks to civilians and medical services as winter conditions worsen.
