Vietnam-Australia Labor Cooperation: A New Milestone in Economic and Cultural Partnership
Deputy Minister of Labor, Invalids and Social Affairs Nguyen Ba Hoan emphasized the significance of labor cooperation in the Vietnam-Australia Comprehensive Strategic Partnership, highlighting its importance in economic, cultural, and people-to-people cooperation between the two countries.
“The Agreement aims to meet the aspirations of Vietnamese workers to work in Australia, improve their foreign language skills, accumulate knowledge, science, and technology in the agricultural sector with high incomes,” said Deputy Minister Nguyen Ba Hoan. “Upon completing their labor contract, they can return home and apply their skills effectively, increasing labor productivity. This cooperation also aims to meet the shortage of human resources of Australian employers.”
Ms. Renee Deschamps, Deputy Head of Mission of Australia to Vietnam, commented on the importance of this cooperation program for both Vietnam and Australia. “It will provide Vietnamese workers with opportunities to enhance their knowledge, experience, and work skills while undertaking work in regional Australia. This cooperation highlights the economic cooperation and enhanced people-to-people links between Australia and Vietnam, reflecting our newly enhanced Comprehensive Strategic Partnership.”
Australia and Vietnam are committed to ensuring the safety of workers participating in the program and minimizing the risks of fraud, unethical recruitment practices, and exploitation. “We look forward to working with experienced service businesses in Vietnam that have fair, ethical, and transparent recruitment policies and practices,” said Renee Deschamps.
Application and Recruitment Process
Vietnamese service enterprises wishing to participate in the program can submit their application to the Department of Overseas Labor Management (DOLAB). Application requirements are posted on the websites of the Department of Overseas Labor Management and the Ministry of Labor, War Invalids and Social Affairs.
Selected Vietnamese public service units and service enterprises will recruit Vietnamese workers based on labor supply contracts approved by the Ministry of Labor, War Invalids and Social Affairs (Department of Overseas Labor Management) and the recruitment plan of Australian employers approved by competent Australian authorities.
Vietnamese workers who meet the criteria and conditions, are recruited by Australian employers, and are granted visas will be supported to work in Australia under the Pacific Australia Labour Migration Program (PALM). Specific details will be announced during recruitment rounds.
Implementation Plan and Timeline
In early March 2024, the Prime Ministers of Vietnam and Australia jointly announced the Implementation Plan of the Labor Migration Program between Australia and Vietnam, outlining the requirements and conditions for Vietnamese workers participating in the program, as well as the roles and responsibilities of relevant agencies and organizations to ensure the welfare of workers.
The selection of service enterprises providing services to send Vietnamese workers to work abroad under contracts and Australian employers to participate in the program will be carried out in September 2024. The Ministry of Labor, War Invalids and Social Affairs and the Australian Government will coordinate to select Vietnamese service enterprises to participate in the program.
