Australia’s New CDC Chief on Trust and Health Threats

Prof Zoe Wainer has been appointed as the inaugural Director-General of the Australian Centre for Disease Control (CDC), a new national body established to strengthen the country’s public health infrastructure.

The agency is tasked with providing national leadership in assessing public health risks and developing the systems necessary to protect communities from emerging health threats. According to official documentation dated March 3, 2026, the Director-General provides this leadership with the assistance of an expert Advisory Council.

Historical Context and the Need for Coordination

The creation of the CDC follows decades of calls for a centralized national system of disease control. In 1987, doctor and epidemiologist Prof Robert Douglas published a report in the Medical Journal of Australia during the peak of the HIV pandemic.

In that report, Douglas described the existing disease control measures as fragmented, inadequate and poorly coordinated and noted a significant lack of national coordination.

Douglas advocated for state and federal governments to implement a shared strategy to improve the prevention of disease and minimize its effects on the population.

The demand for such a center persisted through several subsequent health crises, including outbreaks of mpox, swine flu, and seasonal influenza, during which health experts repeatedly urged the government to establish a dedicated center for disease control.

Prof Wainer has identified trust and the management of misinformation as critical components of her leadership. She has stated that a primary goal of the agency is to ensure that the nation is never being surprised by a health threat.
