Australia is attempting to reverse a long-term decline in investment within Indonesia by leveraging new economic frameworks and strategic partnerships, according to analysis from the Lowy Institute. The effort aims to break what the institute describes as an investment drought, focusing on critical minerals and green energy transitions to strengthen bilateral economic ties.

Strategic Shift in Australian Investment Priorities

The Lowy Institute reports that Australia’s approach to the Indonesian market is shifting toward sectors that align with global decarbonization goals. This strategy prioritizes the development of critical minerals and the implementation of renewable energy infrastructure, moving away from traditional investment models that have seen diminishing returns.

According to the Lowy Institute, this pivot is designed to integrate Australian capital and expertise into Indonesia’s ambition to become a global hub for electric vehicle (EV) batteries and sustainable industry. The focus on critical minerals is central to this transition, as both nations seek to secure supply chains independent of single-source dominance.

Economic Frameworks and Trade Agreements

The push to revitalize investment is supported by the Comprehensive Economic Partnership Agreement (CEPA), which entered into force in 2020. The Lowy Institute notes that CEPA provides the legal and tariff-based framework necessary to lower barriers for Australian firms operating in Indonesia.

Despite the existence of CEPA, the Lowy Institute indicates that actual investment flows have not yet reached their full potential. The current effort involves targeted government-to-government engagement to resolve regulatory hurdles that have historically deterred Australian private equity and corporate investment.

Barriers to Indonesian Market Penetration

The “investment drought” cited by the Lowy Institute is attributed to several systemic challenges. These include complex Indonesian regulatory environments, inconsistent legal protections for foreign investors, and a lack of localized market intelligence for Australian companies.

Analysis from the Lowy Institute suggests that Australian investors have often been more risk-averse compared to competitors from China or Japan. This caution has resulted in a smaller footprint for Australian industry in Indonesia’s infrastructure and energy sectors relative to the strategic importance of the relationship.

The Role of Critical Minerals and Energy

A primary pillar of the new investment push is the synergy between Australia’s mining capabilities and Indonesia’s nickel reserves. The Lowy Institute identifies this as a critical area for cooperation, as both countries possess the raw materials essential for the global transition to net-zero emissions.

Investment efforts are also targeting the “Just Energy Transition Partnership” (JETP) in Indonesia. The Lowy Institute notes that Australian expertise in grid management and solar technology is being positioned to help Indonesia retire coal-fired power plants and replace them with sustainable alternatives.

Geopolitical Context of Economic Ties

The Lowy Institute frames this economic opening as a geopolitical necessity. Strengthening investment ties is viewed as a method to ensure regional stability and maintain a balanced presence in Southeast Asia amid increasing competition between major global powers.

By moving from a relationship based primarily on security and diplomacy to one grounded in deep economic integration, Australia seeks to create a more resilient partnership. The Lowy Institute concludes that breaking the investment drought is essential for Australia to be viewed as a reliable and committed economic partner in the Indo-Pacific region.
