Restraining Order Issued in Balboa park Violence Case

A man experiencing homelessness is now barred from San Diego’s Balboa Park for three years after a series of violent incidents. Dewayne Freeman, 48, faced accusations of attacking both park employees and visitors, leading to the restraining order.
The San Diego city attorney’s office pursued the workplace violence restraining order after several incidents.These included Freeman allegedly threatening a couple with a hammer in November 2024, and accosting a parks and recreation manager earlier this year. On March 4, he reportedly pushed the park’s chief ranger. Days later, he allegedly shoulder-checked a woman walking with a friend, causing the friend to fall and injure herself.
San Diego Superior Court Judge Blair Soper expressed serious concerns about Freeman’s behavior. “It’s really violent,” Soper said, emphasizing the danger posed to both park rangers and visitors. While the restraining order could have lasted five years, Soper opted for three, with the possibility of extension if further incidents occur.

Freeman waived his right to be present at the hearing and is currently in custody, though the location is undisclosed.
The presence of homeless individuals in Balboa Park is not uncommon, especially with safe sleeping tents located nearby. According to park volunteer Cynthia Hirsch, most are not disruptive. she noted a need for more programs addressing substance abuse and mental health issues.
“The court is concerned with Mr. Freeman’s conduct,” said San Diego Superior Court Judge Blair Soper. “it’s really violent. It’s really scary,not only for the rangers but also just visitors who go to Balboa Park.”
What’s next
The city attorney’s office will monitor Freeman’s compliance with the restraining order. Any further incidents could lead to an extension of the ban and additional legal consequences. The city continues to grapple with providing resources for the homeless population while ensuring public safety in Balboa Park.
