A New Era for Peruvian Payments
The Central Reserve Bank of Peru (BCRP) announced plans to launch a public platform for digital payments by the end of 2026, a move designed to deepen competition and expand financial inclusion across the nation. The declaration, made by BCRP General Manager Paúl Castillo Bardales at the International Forum “Payments Innovation Perú 2025”, signals a significant step towards modernizing Peru’s financial infrastructure.
This initiative comes as Peru continues to see a rise in digital payment adoption, but still faces significant hurdles in bringing the unbanked population into the formal financial system. Currently, approximately 75% of Peru’s economic activity occurs within the informal sector, limiting access to crucial financial services for a large segment of the population.
Inspired by India’s UPI: A Centralized Model
The BCRP is developing the platform with the support of the Central Bank of India and leveraging its Unified Payments Interface (UPI) technological platform. This collaboration highlights Peru’s commitment to adopting proven models for digital payment innovation.The platform will operate as a centralized system, defining specific roles for banks, access providers, and wallet issuers.
According to Castillo, the new platform isn’t intended to replace existing payment infrastructure, but rather to complement it, making immediate payments more accessible to Peruvians. This will be facilitated through the regulation of payment initiators, allowing for greater collaboration between established financial institutions and emerging players like Fintech companies and Bigtech firms.
driving interoperability and Reducing Informality
This effort is directly linked to the ongoing interoperability process (Phase 4) and aims to broaden access to the financial system, increase credit availability, and reduce informality. While Peru has witnessed positive growth in digital payments, Castillo emphasized the need for continued collaboration with the private sector to unlock further potential.
Gustavo Leaño, President of the Board of directors of Perú Payments, underscored the accelerated adoption of digital payments in Peru, noting increased household access to wallets and cards, and a corresponding decline in cash usage. Though, he reiterated the critical need to address the high levels of informality as a key barrier to broader financial inclusion.
International Collaboration and Innovation
The “payments Innovation Perú 2025” forum, organized by the Perú Payments Association (PPA), brought together 17 international experts and over 350 participants. Key attendees included representatives from leading companies and regulatory agencies:
- Leading Companies: Payment Market,Cloud,ebanx,Mastercard,Visa,Credicorp,Yape,Plin,and Niubiz.
- Regulatory Organizations: BCRP of Peru, central banks of Colombia and Brazil, and the World Bank.
A notable presentation was delivered by Marcia Vicari, head of the pix Bank Management Division of the Central Bank of brazil (BCB), who shared insights into the success of Brazil’s Pix instant payment system. Forum panels explored key themes including cash digitalization, payment innovation, regulatory challenges, and the role of payments in driving financial inclusion.
