Beijing has officially released an action plan to accelerate the development of its token economy through 2028, establishing a blueprint to build high-standard token factories and expand infrastructure for artificial intelligence processing. According to reports published on September 18, 2026, by state news agency Xinhua, the policy framework introduces ten key measures aimed at strengthening production-end supply, cultivating consumer-end ecosystems, and broadening application scenarios for large language model tokens.
Beijing Unveils Blueprint for 2028 Token Economy
Defining Core Standards for Industrial Scale
The action plan, titled the Beijing Action Plan for Accelerating the Development of the Token Economy (2026–2028), defines tokens as the fundamental measurement units used by large models to process information. Under the new guidelines, the city will establish tiered evaluation standards for token factories, covering specific technical metrics such as model adaptation quantities, token throughput speeds, time-to-first-token latency, cache hit rates, and power usage effectiveness (PUE). According to Xinhua, the municipal government will optimize element guarantees including land resources, energy consumption indicators, and communication networks, while providing support to industry-leading token factories.
Laying the Groundwork for the Intelligent Economy

Token factories have the attributes of platform distribution and represent the absolute forefront of external applications. Future data applications, models, and agents will be built upon the general services constructed by token factories, potentially becoming one of the primary growth points of the future intelligent economy.
Tackling Critical Core Technologies
To support the token economy, the action plan outlines aggressive steps to tackle critical core technologies. Xinhua reports that Beijing will continually step up foundational model research to raise intelligence upper limits, promote model-and-chip adaptation and optimization, support technical research in inference-dedicated chips, model lightweighting, and edge deployment, and build high-level computing power resources to elevate token production capacity.
Expanding Applications and Global Reach
The policy also targets the expansion of token application scenarios by encouraging internet platform enterprises and intelligent agent service providers to collaborate. The framework pushes for the scaled deployment of agents across information consulting, commercial services, and living services, alongside benchmark projects in industrial manufacturing, scientific research, biomedical fields, and education. Furthermore, Beijing plans to extend its reach internationally.
