Breaking Down Barriers: Óscar Campo Leads the Charge to Abolish OCAD in Cauca Chamber
Constant debate in the Congress of the Republic on a project that amends the Universal Royalty System.
The representative of the Chamber for Cauca, Óscar Rodrigo Campo Hurtado, gave a positive presentation to the draft Legislative Act that seeks to strengthen the territorial autonomy and administrative decentralization of departments and municipalities that receive resources from the General Royalties System.
The main proposals for modifying projects correspond to the abolition of the Collegiate Administration and Decision-Making Bodies, because, in practice, they have not achieved their objectives, such as reducing gaps. The most needy departments have had fewer resources, processes have become slower and more burdensome, low execution has been recorded, as well as being the focus of corruption scandals known to the public.
According to the politician, who was the governor of Cauca, the OCADs were created to evaluate, prioritize and approve investment projects, overcome the institutional limitations of the departments, as well as avoid corruption, however, they failed.
“Centralization is overwhelming and opens up more gaps, we need to give back to the regions the ability to think for themselves about special problems; For example, only their communities understand what is experienced in the Micay Canyon, and no matter how much they try, in Bogotá they have no idea what the social and economic dynamics are like in such a territory specifically with this,” said representative Campo.
As is known, on October 28, the full session of the Senedd approved, by 80 votes in favor and two against, the final presentation report, in the sixth debate, of the eight that the draft Legislative Act must establishes compliance with them in its processing of a new General Participation System for Colombian departments, municipalities and districts.
