Beijing Prosecutor’s Office Investigates Jinghua City Case, Detains Former Chairman Zhu Yahu

Investigation and Detention
The Beijing Prosecutor’s Office investigated the Jinghua City case and launched another investigation yesterday, bringing back 10 defendants and 6 witnesses. Earlier this morning, prosecutors charged Zhu Yahu, the former chairman of Dingyu Development Company, and Li Wenzhong, the former director of the Taipei Mayor’s Office, with detaining them for breach of duty and accepting bribes.
Taiwan’s Taipei District Court said prosecutors have not yet transferred Li Wenzong and Zhu Yahu’s detention court documents to the hospital, and the exact court date is yet to be negotiated.
In addition, the prosecutor ordered Zhang Zhicheng, supervisor of Jinghua City Co. Ltd., to post bail of NT$2.5 million and Chen Junyuan, legal manager of Wiking Group, to post bail of NT$1.5 million for bribery offenses. Corruption is a violation of crime regulations.
Other defendants invited include former TV news anchor and former secretary-general of the Shen Chunqi Cultural and Educational Foundation Tong Zhongbai, Weiqing Group’s financial staff and senior executives of related companies.
As for the six witnesses, including former Taipei Mayor Ko Wenzhe’s bodyguard, police officer Chen Wenzhong, Ko Wenzhe’s travel secretary Huang, secretary surname Huang and secretary surname Lin, etc., they were all asked to return after the hearing.
Background and Investigation Focus
During Ke Wenzhe’s tenure, Jinghua City’s floor area ratio increased, corruption prosecutors suspected bribery and profiteering, former Taipei City Vice Mayor Peng Zhensheng and Weijin Group Chairman Shen Qingjing, Chinese Kuomintang Taipei City Councilor Ying Xiaowei and Ying Xiaoyi’s assistant Wu Shunmin were imprisoned.
The focus of the anti-corruption investigation is to piece together the decision-making process in the Jinghua City case, as well as the financial flows related to Ke Wenzhe, Ke Wenzhe’s family, Shen Qingjing and Ying Xiaowei, the defendants recently taken into custody. Thoroughly cross-examined, and co-accused and witnesses summoned to explain.
