Court records indicate Kemp was traveling at speeds between 20 and 25 kilometers per hour (12 to 15 miles per hour) at the time of the collision. She had been consuming alcohol with a friend throughout the afternoon, resulting in a blood alcohol content more than three times the legal limit.
