On Friday, October 3, 2024, Sébastien Lecornu, Minister of the Armed Forces, signaled a potential shift in the French government’s approach to the 2026 budget. The surprise declaration came as Prime minister Gabriel Attal indicated a willingness to forgo the use of Article 49.3 of the French Constitution - a controversial mechanism allowing bills to pass without a vote – for the upcoming budget.
Despite this concession, the right-leaning Les Républicains (LR) party remains cautious. According to sources close to LR deputies’ leader Laurent Wauquiez, abandoning Article 49.3 doesn’t address their core concern: the government’s overall legislative agenda. “To give up 49.3 does not prevent the government from presenting a legislative program. It is this program that we want to know to know if we are committed or not,” the source stated.
Gaullist Tradition and Internal Divisions
Within LR, which identifies with the political legacy of Charles de Gaulle, there was no immediate outcry over a perceived weakening of the Fifth Republic’s constitutional framework.Several former LR ministers, now serving in othre capacities, publicly welcomed Lecornu’s decision as a step towards greater parliamentary dialog.
Yannick Neuder, the current Minister of Health, praised the move on X (formerly Twitter), stating, “This is the clear choice of dialogue.” Annie Genevard, Minister of Agriculture, described it as “a confidence bet.” however, a deputy within the party suggested internal divisions, noting that many LR members “all want to stay [in government] but are held by the position of [Bruno] Retailleau.”
Understanding Article 49.3
Article 49.3 of the French Constitution, established in 1958,allows the government to pass legislation without a parliamentary vote. This power is typically invoked when the government lacks a clear majority or faces notable opposition. While intended as a tool for efficient governance, its use is frequently enough controversial, as it bypasses the traditional democratic process of debate and amendment. The use of 49.3 has been notably contentious under President Emmanuel Macron, most notably during the passage of the pension reforms in 2023, which sparked widespread protests. Reuters – France PM Borne survives no-confidence vote
The Political Landscape
The current political landscape in France is characterized by a fragmented parliament, making it difficult for any single party to command a majority. President Macron’s Renaissance party relies on securing support from various opposition groups, including LR, to pass legislation. This reliance has led to increased negotiation and compromise, but also to the threat of political instability.
The LR party, traditionally a center-right force, has been struggling to define its position in the face of Macron’s centrist policies
