In a stark warning to Western nations, the head of Ukraine’s General Intelligence Administration (GRU), Lieutenant General Kirilo Budanov, recently described Russia as not a federation but an empire, drawing parallels to the Soviet Union’s model. Speaking at a conference organized in Kiev by the Victor Pinschuk Foundation, Budanov marked the third anniversary of Russia’s full-scale invasion of Ukraine.
Budanov painted a grim picture of Russia’s aspirations, likening its current leadership’s ambitions to those of the Soviet Union but with a modern twist. He envisioned a scenario where Russia seeks to unite countries under its control, similar to the Warsaw Pact, but with a more aggressive and cohesive approach.
“The empire that the current leadership of the Russian Federation was striving for was created under the model of the Soviet Union – but with the countries of the Warsaw Pact.
