California Governor Gavin Newsom Signs Reproductive Healthcare Bills

California Governor Gavin Newsom signed a package of reproductive healthcare bills, expanding state-level access to medication abortion, contraception, and maternal care services.

Medication Abortion Access on Community College Campuses

One of the central measures in the signed package targets higher education institutions across the state. Sponsored by Assemblymember Catherine Stefani, a Democrat from San Francisco, the law increases medication abortion access by making the services available directly on community college campuses.

Stefani also authored a related bill included in the package that expands the scope of practice for certified nurse-midwives. This measure permits them to provide care for pregnant and postpartum patients without requiring direct physician supervision for specific services.

Bridging Healthcare Gaps for California Veterans

Another key component of the new law focuses on military veterans who lost access to reproductive care under previous federal policy. The Trump administration previously enacted a ban preventing the U.S. Department of Veterans Affairs from providing abortion services to former service members.

Sponsored by Assemblymember Jacqui Irwin, a Democrat from Thousand Oaks, the new state legislation creates a workaround for this federal restriction. The measure authorizes a state program that enables California veterans to obtain abortion and contraception services locally.

Expanding Medi-Cal Services for Nursing Mothers

The governor’s signature also finalized legislation aimed at supporting postpartum health and infant nutrition. Sponsored by Assemblymember Celeste Rodriguez, a Democrat from San Fernando, this measure broadens access to breast pumps and related lactation services through the state’s Medi-Cal program.
