Cambodia Launches $109 Million Green Finance Facility for Sustainable Development

Cambodia launched a US$109 million Climate Change Financing Facility (CCFF) on June 17, 2026, marking a major push to mobilize private-sector investment in green and climate-resilient projects.

Established through the Agricultural and Rural Development Bank (ARDB), the facility is backed by the Green Climate Fund (GCF) and other development partners. According to reports from Kampuchea Thmey, the initiative is designed to support sustainable growth and the nation’s carbon neutrality goals.

A US$109 Million Capital Injection

The financing package is built on a blend of international grants and domestic funding. The GCF is providing US$50 million in loans and US$5 million in technical assistance. An additional US$54 million in co-financing is provided by Cambodia’s Ministry of Economy and Finance and other partners, Kampuchea Thmey reported.

Officials cited by Kampuchea Thmey state that the CCFF is the first national climate finance facility for the private sector in Asia. It aims to provide long-term concessional financing to attract private capital into sectors focused on climate mitigation and adaptation.

Converting Conservation into Development

The government intends to use this green finance to convert conservation efforts into sustainable local development, according to the Phnom Penh Post.

Kao Thach, Director General of the ARDB, stated that the facility supports green businesses and investments designed to reduce greenhouse gas emissions and strengthen resilience. Thach noted that the initiative aligns with the government’s Pentagonal Strategy and the national vision to reach carbon neutrality by 2050.

A Unique Regional Position

Cambodia currently holds a distinct advantage in the region. According to Thach, it is the only country in the Asia-Pacific region with access to GCF resources through the Korea Development Bank.

Cheng Kimsun, Secretary of State at the Ministry of Environment, described the CCFF as a strategic tool to expand investment in priority sectors and mobilize more resources for climate action, Kampuchea Thmey reported.

Accelerating the Green Transition

The launch comes at a time of global instability. Ros Seilava, Secretary of State at the Ministry of Economy and Finance, said the launch occurs as countries face pressures from global uncertainty, shifting trade dynamics and climate change.

Seilava stated the CCFF is expected to accelerate the transition to a greener economy by improving business access to climate finance.

The facility’s structure focuses on two primary objectives: providing the necessary capital for environmentally sustainable projects and encouraging the private sector to adopt green business models that align with Cambodia’s long-term environmental targets.
