The University of Cambridge has appointed Nazir Afzal, a former chief crown prosecutor for north-west England, to oversee the initial phase of an independent review into the circumstances surrounding the death of scholar Jason Arday. On August 14, Arday died at his home located in south London, just nine days after he stepped down from his professorship at the university amid major questions surrounding his career background and serious claims of plagiarism.

Addressing Criticisms and Examining Evidence
Professor Deborah Prentice, Cambridge’s vice-chancellor, stated that the period following Arday’s passing has brought profound sadness and reflection to the university, emphasizing the need to address criticisms directed at the institution. Prentice acknowledged that the university made considerable efforts to support Professor Arday during a distressing time of external scrutiny, but noted that the tragic outcome forces the institution to question whether more could have been done.
The independent review will be conducted in two distinct phases. Afzal, who currently serves as the chancellor of the University of Manchester and previously led the Crown Prosecution Service in north-west England, will lead the first phase. Afzal noted that his mandate will involve reviewing all available evidence with great care, listening attentively, and determining what protections, interventions, and assistance were accessible to Professor Arday leading up to his death.
“We must be willing to ask difficult questions, including whether more could and should have been done,” Afzal said.
Phased Review Structure and Timeline
The first phase of the review will concentrate primarily on the support provided to Arday during the critical period leading up to his resignation and death. Cambridge anticipates that this initial phase will conclude within three months. The review will not investigate areas that will be examined separately by the official inquest into Arday’s death.
The second phase of the review will cover the broader context of Arday’s experience at the university. This wider investigation will encompass mentoring and support systems, how the university managed allegations of research misconduct, hiring procedures for top academic personnel, and the assistance provided to scholars dealing with heavy media and public attention. An independent external chair is set to be appointed by Cambridge for this second stage, alongside an expert panel comprising people with relevant personal experiences. The second phase is expected to be completed within six months following the establishment of that expert panel.
Parliamentary and Regulatory Scrutiny
Jacqui Smith, the higher education minister, stated to parliament in September that she is keeping a close eye on how Cambridge responds to Arday’s passing. Speaking in the House of Lords, Smith noted that the Office for Students, England’s higher education regulator, retains the authority to conduct further investigations if deemed necessary, adding that she is more than just keeping an eye on the issue.
