Canadian Prime Minister Mark Carney is exploring whether Canada could become an associate member of the European Union, according to The Wall Street Journal. The potential shift comes as Canada navigates an escalating trade war with the United States following the return of President Donald Trump to the White House in early 2025.

Relations between Ottawa and Washington have deteriorated sharply over trade disagreements that have resulted in tariffs on tens of billions of dollars in cross-border commerce. With 50 percent tariffs flying back and forth across the border, Canada is pivoting hard toward Europe to secure alternative trade pathways and strategic alliances.

Exploring Associate Membership Status

According to The Wall Street Journal, the European Union is open to the idea of granting Canada a yet-to-be-created status of associate membership. While the bloc has historically maintained strict and inflexible membership rules, officials from both the EU and Canada are discussing the novel framework.

Neither the Canadian embassy in Brussels nor spokespeople at the European Commission responded to separate requests for comment regarding the discussions.

As part of the ongoing talks, Canada and the EU are considering mechanisms to allow the free movement of goods, services, and workers involved in strategic supply chains. These sectors include energy, artificial intelligence, defence, and critical minerals, effectively working to shift the EU border.

Infrastructure and Visa-Free Travel Proposals

Beyond supply chain integration, the bilateral discussions encompass major infrastructure projects. Proposals include laying underwater cables, jointly constructing data centres, developing cloud storage, and building new satellite networks. The partners are also discussing infrastructure projects to ship Canadian energy directly to the EU.

Prime Minister Carney has spoken regularly with several European leaders about allowing Canadians to live and work visa-free in the EU, according to two unnamed officials familiar with the matter cited by The Wall Street Journal. Carney has engaged most notably with French President Emmanuel Macron on the subject, and the two leaders are scheduled to meet later this month.

Mr. Macron’s press office did not respond to a request for comment on the upcoming meeting or the visa discussions.

Ratification Challenges Ahead

Forging a deeper integration between Canada and the EU faces significant political hurdles. Past trade agreements between the two entities proved difficult to finalize, demonstrated by fierce opposition to more modest trade deals.

More than a decade after the deal was struck, and nine years since it provisionally entered into force, several EU member countries still have not fully ratified it, highlighting the complex legislative path facing any broader associate membership framework.
