U.S. Customs and Border Protection (CBP) is hosting a webinar on April 17, 2026, at 2:30 p.m. ET to guide importers and customs brokers on requesting refunds for duties imposed under the International Emergency Economic Powers Act (IEEPA) through the Automated Commercial Environment (ACE) using the Consolidated Administration and Processing of Entries (CAPE) framework.

The webinar, announced in a notice sent to the trade on April 15, 2026, will cover the submission of CAPE Declarations, processing steps, and refund issuance for IEEPA duties. It follows CBP’s April 10 guidance on ACE deployment for IEEPA refund requests and supports the phased launch of CAPE functionality.

According to CBP, the CAPE process is designed to consolidate refunds of IEEPA duties including interest, moving away from entry-by-entry processing. Phase 1 of CAPE, launching on April 20, 2026, is limited to certain unliquidated entries and entries within 80 days of liquidation.

To request refunds under the CAPE process, importers of record and authorized customs brokers must have an established ACE Secure Data Portal account, use it to provide bank account information, and submit CAPE Declarations via a Comma-Separated Values (.CSV) file through the web-based ACE Portal. The Automated Broker Interface (ABI) is not used for filing CAPE Declarations.

Each CAPE Declaration is limited to 9,999 entries, and CBP will not require additional information beyond the list of entries for which refunds are being requested in the .CSV file. Detailed guidance on applying for an ACE Portal Importer Account and enrolling in ACH refunds is available through CBP resources.

Attendance at the April 17 webinar is limited and offered on a first-come, first-served basis. Registrants will receive Continuing Education credits and the access link on the day of the event. After the live session, the recording will be available for replay on CBP’s Trade Outreach Webinars page.
