Central and Eastern Europe’s AI Revolution: Tech Innovation Amidst Challenges

Central and Eastern Europe (CEE) is undergoing a significant transformation. The region has become a hub for innovation, producing many new tech companies, known as unicorns. For example:

  • UiPath from Romania is a leader in automation, improving workplace efficiency.
  • Docplanner from Poland uses artificial intelligence to connect patients with healthcare providers.
  • Infobip from Croatia offers an AI-based communication platform for businesses and governments.
  • Payhawk from Bulgaria streamlines corporate finance management.

These companies demonstrate that AI greatly benefits healthcare, finance, and productivity. Future tech breakthroughs may emerge from incubators in Warsaw, labs in Bucharest, or co-working spaces in Kyiv, likely at lower costs than in Western countries.

Despite challenges like traditional sector competition and post-pandemic pressures exacerbated by European Union budget changes, the CEE region continues to innovate. The ongoing war in Ukraine brings new risks, such as targeted cyber-attacks and AI-driven misinformation.

To meet these challenges, CEE countries can leverage AI to enhance public services like healthcare and education while also countering foreign threats. The region boasts a strong base of engineers and STEM graduates. In fact, company valuations grew significantly from 2017 to 2022, and outside investment in CEE rose notably in 2023.

However, obstacles remain. CEE still trails Western Europe in infrastructure and investment. Private equity investment decreased by 40% in 2023, creating difficulties for startups. Additionally, rising populism threatens sound economic management and could deter investors, as governments opt for tax increases over necessary spending cuts.

To boost growth and innovation, CEE countries should take three essential steps:

  1. Enhance STEM Education: Increase focus on science, technology, engineering, and math education to develop a skilled workforce. Promising startups need talent to grow and succeed. The private sector must invest in human capital due to slow educational reforms.

  2. Promote European Integration: Encourage collaboration across borders to share ideas, talent, and capital. The European Commission’s AI Factories initiative helps developers access resources needed for advanced AI models. CEE countries can benefit from partnerships with other European nations.

  3. Attract Foreign Investment: Improve conditions for investors by addressing infrastructure deficits, funding issues, and regulatory uncertainties. This effort is vital for enhancing both the tech sector and digital infrastructure such as 5G and data centers.

As CEE faces these challenges, it must act quickly to use AI’s full potential. Failing to do so could drive talent away in search of better opportunities.
