Altman and Kyle have met multiple times this year, including dinners in March and April. In July, they signed a memorandum of understanding (MoU) to integrate OpenAI services, including ChatGPT, into various UK public sector departments, such as education, defense, security, and justice. In exchange, OpenAI would gain access to government data.
