Transport Minister Patrick Schnieder (CDU) unveiled a plan that could save prospective drivers “several hundred euros,” according to officials.

The rising cost of a driver’s license has become a major concern for many young Germans. Currently, obtaining a license can cost up to €4,500, depending on the region and the number of required training hours. The proposed changes directly address these financial burdens, targeting long courses, expensive practice sessions, and outdated training methods.

Shorter Exams and Transparent Pricing

A key component of the reform focuses on streamlining the testing process. The current theoretical exam, which contains over 1,100 questions, is slated to be reduced by one-third. The emphasis will shift from rote memorization to practical traffic safety knowledge. Similarly, practical exams will be shortened to the EU minimum standard of 25 minutes, which officials say will lower testing fees and reduce waiting times.

To increase accountability and allow for informed decision-making, the government plans to establish a public database where prospective drivers can compare prices and failure rates across different driving schools. This move aims to introduce much-needed transparency to a sector that has historically lacked it.

Digital Learning and Reduced Bureaucracy

One of the most significant changes proposed is the elimination of mandatory in-person theory classes. Students will be permitted to complete their theoretical training digitally, through official apps or certified e-learning platforms. This shift is expected to reduce costs for driving schools by removing the need to maintain physical classrooms and lessening the burden of state inspections.

The use of driving simulators is also expected to increase, providing a modern and potentially more cost-effective training method. The reforms aim to simplify requirements without compromising road safety standards.

Potential for Family Involvement
