Russian chess grandmaster Garry Kasparov has proposed that the European Union grant visas to Russian engineers and scientists who work on missile systems and military technology, according to an interview published by Euractiv on September 2, 2026. The plan aims to weaken Russia’s defense sector by encouraging key technical personnel to leave the country.

Kasparov argued that offering residency and professional opportunities inside the European Union would siphon essential talent away from Moscow’s ongoing military production. The proposal targets individuals with specialized technical expertise in missile development and advanced weaponry. According to the Euractiv report, attracting these professionals would directly disrupt the Kremlin’s capacity to manufacture sophisticated armaments.

European Union member states maintain strict visa restrictions and sanctions on Russian nationals following the invasion of Ukraine. While Western governments have focused heavily on blocking dual-use components and financial transactions, targeted brain-drain initiatives remain a subject of debate among policymakers. Proponents of similar migration strategies suggest that welcoming dissidents and skilled defectors undermines authoritarian governance from within.

Critics of relaxing entry requirements for defense-linked personnel often raise security vetting concerns and the risk of espionage.
