Cheyenne Council to Vote on Rodeo HQ Incentive & Development Projects | CapCity News

Cheyenne Council to Consider Rodeo Incentive, Annexation, and Development Projects

CHEYENNE, Wyo. — The Cheyenne City Council will meet Monday evening to consider a resolution that would offer a $1 million incentive to bring the Professional Rodeo Cowboys Association (PRCA) headquarters and its museum to Cheyenne. The meeting, scheduled for 6 p.m. In the Council Chambers at the Municipal Building, 2101 O’Neil Ave., also includes discussions on a contentious annexation request and several development projects.

The proposed incentive for the PRCA is on the council’s consent agenda, allowing for a single vote to approve multiple measures. If approved, the resolution will move to the Finance Committee for further review and recommendation.

Beyond the potential arrival of the PRCA, the council will address the second reading of an ordinance prohibiting unauthorized private displays on city property or public rights-of-way. A revised monthly stormwater runoff management system user fee, set at $0.0024 per square foot of hard surface, is also up for a first reading and will be referred to the Finance Committee.

Annexation Dispute Continues

A key point of contention on the agenda is the proposed annexation of County Pocket No. 10, an area comprising 16 properties surrounded by city limits. The annexation has drawn opposition from owners, neighbors, and customers of WY Fresh, an urban farmstand located within the proposed annexation area. They have repeatedly requested the city postpone the annexation to address concerns about its potential impact on the business, according to previous reporting.

The council will also consider the second reading of an ordinance to rezone 3.43 acres near Powderhouse Road and Prairie Avenue for the Village Cooperative, a planned high-density senior housing development. A separate resolution for the final plat of the Village Cooperative project is also scheduled for final approval.

Downtown Development and Infrastructure Projects

Expansion of the Downtown Development District to include the Snyder Food property at 2100 Snyder Ave. Is also on the agenda for final adoption. The council will vote on final approval for a $487,560 contract with Aztec Construction Co. For the Kiwanis Park Trail and Constructed Wetlands project. A $198,903 professional services agreement with TDSi for the design of the repurposing of the Historic Pumphouse into office and storage space for the city’s Clean and Safe Department is up for final approval.

Other items slated for referral to the Finance Committee include a resolution directing the deposit of $139,566 from the sale of a portion of Holliday Park into the city’s Real Property Revolving Fund, and a bid for the lease of a new refuse collection truck for the Sanitation Division.

The meeting will conclude with a public hearing for the final approval of the annual renewal of existing city liquor licenses.
