New Delhi: China has officially commenced construction on a colossal hydropower project on the brahmaputra River, a move that has ignited significant concerns in India and beyond. The enterprising undertaking, approved in December of the previous year, is poised to become the largest single infrastructure project globally, dwarfing even China’s own Three gorges Dam.
A Colossus on the Brahmaputra
The report details the immense scale of the project, with an estimated cost of approximately USD 167.8 billion. Once operational, the hydropower station is projected to generate over 300 billion kilowatt-hours (kWh) of electricity annually. This output is substantial enough to meet the energy needs of over 300 million people each year.
the primary purpose of this gargantuan dam is to supply electricity for external consumption, while also addressing the growing local demand in Tibet, a region China officially designates as Xizang.The ceremony marking the commencement of construction was attended by representatives from key organizations, including the National Growth and Reform Commission and the Power Construction corporation of China, alongside local stakeholders.
Strategic Location and Engineering Marvel
The dam is strategically situated in a vast gorge along the Himalayan reaches of the Brahmaputra River, precisely where the river makes a dramatic U-turn before flowing into India’s arunachal Pradesh and subsequently into Bangladesh. This location presents formidable engineering challenges, as the site lies along a tectonic plate boundary prone to seismic activity. The Tibetan plateau, often referred to as the “roof of the world,” is known for its frequent earthquakes due to its geological positioning.
Despite these challenges, an official statement released in December last year aimed to assuage fears regarding seismic safety. The statement asserted that the hydropower project is safe and prioritizes ecological protection. It further highlighted that extensive geological explorations and advanced technical solutions have established a robust foundation for the project’s development, ensuring it is science-based, secure, and of high quality. The Brahmaputra River, known for carving out the Earth’s deepest canyon as it traverses the Tibetan Plateau, will be harnessed in one of the region’s rainiest areas.
India’s concerns and Trans-border River Diplomacy
The scale and potential control over water flow offered by the Brahmaputra dam have raised significant concerns in India. New Delhi fears that the project could empower Beijing to regulate the river’s flow, potentially leading to the release of large volumes of water that could flood border areas during times of geopolitical tension.
this development comes as India itself is undertaking its own dam construction on the brahmaputra in Arunachal Pradesh. To manage issues related to trans-border rivers, India and China established an Expert Level Mechanism (ELM) in 2006. Under this framework, China shares hydrological information on the Brahmaputra and Sutlej rivers with India during flood seasons. The critical issue of data sharing for trans-border rivers was also a topic of discussion during talks between India’s National Security Advisor Ajit Doval and Chinese Foreign Minister Wang Yi on December 18th of the previous year.
