China Can Help Dredge Dhaka Riverbed, But Not Fill Teesta River Without Upstream Flows

A diplomatic agreement between India and Bangladesh regarding the Teesta river’s water flow remains the only viable solution to the region’s water crisis, according to an analysis by The Diplomat published July 30, 2026. While China can provide technical assistance for dredging the riverbed in Dhaka, such efforts cannot compensate for low upstream flows controlled by India.

The Teesta river, which flows from the Himalayas through India and into Bangladesh, is central to the agricultural stability of northern Bangladesh. However, the lack of a formal water-sharing treaty has led to inconsistent flows, leaving the downstream delta prone to both severe drought and unpredictable flooding.

The Limitations of Chinese Dredging Projects

China has offered to assist Bangladesh with riverbed dredging to improve water management and navigation. While this technical support can increase the capacity of the river to hold water and reduce siltation, it does not address the primary cause of water scarcity in the region. According to The Diplomat, dredging is a secondary measure that cannot “fill the Teesta river” if the volume of water entering Bangladesh from upstream remains low.

The effectiveness of any dredging project in Dhaka depends on the volume of water released from India’s upstream barrages. Without a guaranteed flow, dredging only manages the existing limited water rather than solving the shortage.

The Necessity of a Bangladesh-India Water Deal

The Diplomat argues that a comprehensive deal between India and Bangladesh is imperative because India controls the upstream flow of the Teesta. The river’s distribution is governed by the strategic placement of dams and barrages within Indian territory, which determines how much water reaches Bangladeshi farmers during the critical lean season.

A formal agreement would provide a predictable schedule for water releases, reducing the reliance on ad-hoc arrangements and seasonal fluctuations. This stability is required for the long-term viability of irrigation and agriculture in the Teesta basin.

Geopolitical Stakes in South Asia

The water dispute is not merely a technical issue but a significant point of diplomatic tension in South Asia. Bangladesh’s pursuit of alternative partnerships, including technical aid from China, reflects the urgency of its need for water security. However, the geography of the river ensures that India remains the primary stakeholder in the Teesta’s flow.

The analysis suggests that while diversifying infrastructure partners can provide short-term relief through dredging or engineering, it does not replace the need for a bilateral treaty with India to ensure the basic flow of the river.
