China Unveils Plan to Boost High-Quality Development of Service Trade
The General Office of the State Council has issued the “Opinions on Promoting High-Quality Development of Service Trade through High-Level Opening-up” to drive the growth of China’s service trade sector.
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the “Opinions” aim to accelerate the construction of a new development pattern, focusing on promoting high-quality development, coordinating development and security, and cultivating development momentum through service innovation.
The plan proposes 20 key tasks in five areas, including:
- Promoting institutional opening of trade in services, establishing and improving the negative list management system for cross-border trade in services.
- Promoting cross-border flow of resource elements, facilitating the cross-border flow of professional talents, optimizing the management of cross-border capital flows.
- Promoting innovation and development in key areas, enhancing international transportation service capabilities, and supporting the international development of professional services.
- Expanding the international market layout, deepening international cooperation in trade in services, and establishing and improving a system to promote trade in services.
- Improving the support system, innovating supporting policies and measures, and strengthening regional cooperation in trade in services.
The “Opinions” require all regions and relevant departments to fully recognize the importance of vigorously developing trade in services, stimulate new momentum for the development of trade in services by expanding opening-up and innovation-driven development, and implement the plan to create an environment for the development of trade in services that expands opening-up, encourages innovation, promotes fair competition, and is standardized and orderly.
