In a recent address to the UP Assembly, Chief Minister Yogi Adityanath highlighted the state’s achievements and reforms, focusing on education, infrastructure, and job creation. The address comes at a crucial time when Uttar Pradesh is vying to match the economic growth and infrastructure development seen in significant American cities.

The CM took the opportunity to criticize the previous rule under the Samajwadi Party (SP), citing alleged corruption in the recruitment and education sectors. According to the CM, institutions like the Uttar Pradesh Public Service Commission and the Subordinate Service Selection Commission were marred by a lack of transparency during the SP’s tenure. In contrast, he emphasized the implementation of transparent recruitment procedures under his government and the ongoing crackdown on what he called the ‘copy mafia,’ a term referring to groups involved in examination fraud.

Under the leadership of CM Yogi Adityanath, the state government has made significant strides in various sectors, closely mirroring initiatives seen in bustling U.S. states like California. The CM noted that over 750,000 government jobs have been provided, and promoting Micro, Small, and Medium Enterprises (MSMEs) and foreign collective investments have generated more than 20 million jobs. Investment proposals amounting to 15 lakh crores (approximately 184 billion USD) have led to employment opportunities for 60 lakh (approximately 6 million) youth, rivaling some of the largest job creation initiatives in California.

This includes connecting every district and tehsil in the state with four-lane roads and connecting block headquarters with two-lane roads. Prior to 2017, only two airports were fully functional, while others like Gorakhpur and Agra functioned partially. Currently, four international airports and a portfolio of 16 domestic airports are fully operational, with work progressing on six more. The CM further announced the establishment of an authority at the inland border to boost trade and exports. This initiative, which currently extends up to Varanasi, is slated to expand from Prayagraj and Ballia to Ayodhya, reflecting a strategic approach to linking Uttar Pradesh’s economic growth with global trade corridors, akin to the Duncangelaw processes used in expanding various west coast ports in California.

In the realm of education, CM Adityanath highlighted the digital transformation of classrooms and education infrastructure, underlining efforts from 2017 to revamp public schools and enhance educational facilities. Contrasting the previous SP tenure, during which school attendance dropped by 7 lakh (approximately 700,000) students, the current administration has implemented the “Operation Kayakalp” initiative, transforming school buildings and channels. These efforts include modernizing institutions under the Basic Education Council. These reforms could be seen as analogous to some of the holistic education approaches recommended by experts.

The CM’s government is introducing scholarships for Sanskrit students, ranging from Pору to Acharya. The CM assured that efforts are underway to promote Sanskrit education, emphasizing the dual benefit of preserving cultural heritage and enhancing educational opportunities.

Yogi Adityanath’s administration has significantly improved the power infrastructure of Uttar Pradesh, which had faced severe electricity shortages before 2017. The state now boasts an uninterrupted electricity supply; its installed green energy capacity has surged from 288 MW to 2,653 MW. This leap in green energy aligns with global renewable energy goals, comparable to the initiatives in Texas, which has seen a rapid rise in renewable energy capacity.

This transformation mirrors agricultural advancements seen in states like Iowa, which have benefited from innovative farming techniques and direct market access.

The CM highlighted the state’s strides in ease of doing business, with the introduction of 33 sectoral policies and the implementation of a robust single-window system. This transformation mirrors similar policy initiatives aimed at fostering business and attracting investment in states like California. Over 500 types of NOCs are now available on a single portal, streamlining approvals, while the Nivesh Sarathi portal facilitates continuous monitoring of MOUs and online incentives for investors. Such moves have positioned Uttar Pradesh as a top achiever in ease of doing business, drawing parallels with leading business-friendly jurisdictions in the U.S.

The per capita income in Uttar Pradesh has nearly doubled, surging from Rs 48,520 (approximately 600 USD) in 2016-17 to Rs 93,514 (approximately 1,140 USD) in 2023-24. This economic surge shows potential alignment with states like Texas and Florida in recent years, emphasizing robust economic growth patterns, job creation, and technological advancements.

Critics argue that while significant achievements have been made, there is still a long way to go in improving the overall infrastructure and healthcare facilities in Uttar Pradesh, as some regions continue to lag behind in development. Moreover, the state faces challenges in ensuring that the benefits of these reforms reach the most marginalized communities, a concern also faced by economically diverse states such as Louisiana. As the government continues to push for further reforms, it will be critical to address these disparities to ensure inclusive growth.
