MANILA — The Commission on Elections (Comelec) has resumed ballot printing for the May 12 midterm elections, unveiling a new arrangement that involves both the original contractor and the National Printing Office (NPO). The move is aimed at expediting the process and ensuring all ballots are printed on time.

Comelec Chairperson George Garcia announced that the contract with South Korean election service provider Miru Systems Co. Ltd. has been partially terminated, with the printing of ballots now shared between Miru and the NPO. This change has allowed for a boost in daily production from an estimated 950,000 ballots by Miru to a conservative estimate of 1.5 million ballots per day using both providers’ printers.

"We’ve divided the printing process between Miru and NPO to accelerate the production of ballots," Garcia explained during a press conference at the NPO in Quezon City. "Combining the power of Miru’s two HP printers and NPO’s four Canon printers will help us meet the deadline."

The NPO will print ballots for 19 regions, including the Bangsamoro Autonomous Region in Muslim Mindanao, while Miru will focus on 18 regions, including the National Capital Region. An official from Miru Systems expressed support for the arrangement, stating that their primary goal is to ensure a smooth election process.

In total, 64 NPO personnel will work in shifts to ensure the production quota is met daily, while 800 Comelec personnel will verify and assist in the printing process using Miru’s machines. Moreover, the day-night shift approach will ensure continuous printing, with plans to produce at least 1.5 million ballots per day.

Despite the challenges posed by previous temporary restraining orders (TROs) from the Supreme Court, which led to the disposal of six million printed ballots, Garcia maintains that the Comelec is committed to-printing the ballots in time for the elections. "We will abide by the high court’s rulings, but as of now, we are proceeding with the ballot printing," he assured.

The reprinting of official ballots for the midterm local and national elections began on Monday, with Comelec officials expressing confidence in the new printing arrangement and commitment to ensuring a successful election process.
