WA-based development group Celtic Capital Properties has lodged a proposal for a seven-storey residential complex in Scarborough, a project that would require the demolition of an existing apartment building to make way for higher-density housing.
The proposed development is slated for a 1,044-square-meter site located at the corner of Manning Street and West Coast Highway. The location is situated within 300 meters of the beach and less than 200 meters north of the Rendezvous Hotel.
Development Specifications
The project, designed by Hillam Architects, consists of an 18-unit complex. The residential mix includes 14 three-bedroom apartments and four two-bedroom units.

Each of the proposed apartments will span approximately 140 square meters and feature south-facing balconies. The building design includes a common lobby area on the first level, which will provide residents with access to a shared BBQ terrace.
Infrastructure plans for the site include a basement level dedicated to essential building services and 29 parking spaces for residents. An additional 11 visitor parking bays are planned for the ground level, with access provided via Manning Street.
Site Demolition and Planning
The development would replace the Scarborough Apartments, a two-storey building that has stood on the site since the 1960s. This existing structure would need to be entirely demolished to facilitate the new construction.

The developers indicated that they have collaborated closely with the City of Stirling design review panel to finalize the proposal. Celtic Capital Properties stated that the resulting development is intended to enhance the surrounding area.
