Hate speech in Europe is rising, especially online. This trend harms democracy and human rights. The Council of Europe and its member states are working to combat hate speech and hate crime. An event hosted by the Council of Europe and French authorities at the Institut du monde arabe in Paris will focus on this issue. It will highlight France’s efforts to fight hatred and discrimination. The meeting will discuss current challenges and solutions in a world that is increasingly divided.

In his opening remarks, Deputy Secretary General Bjørn Berge highlighted the urgent need to address hate speech and hate crime in our current digital and polarized environment. He expressed interest in hearing about successful implementations of the Council of Europe’s standards and effective practices from member states, especially France.

This event marks the 10th meeting of the Council of Europe’s Steering Committee on Anti-Discrimination, Diversity and Inclusion (CDADI). A major theme will be tackling hate speech, especially regarding a study on educational policies for Roma and Traveller children. The Committee will discuss this study on November 27, which includes research and surveys from 17 member states, including France.

Improving access to tertiary education for Roma can reduce educational segregation. Roma university graduates can serve as role models in their communities. Some countries have initiated policies to support Roma students with scholarships and housing aids. The full text of the study will be available on the CDADI website on November 27.

The meeting provides an opportunity to discuss strategies to combat discrimination against various groups and minorities in an increasingly polarized environment.
