Parempuyre is set to host a public meeting on March 24 at 6:30 p.m. at Espace Art Y Show,focusing on the Electro Mobility Materials Europe (Emme) project. This project involves a nickel and cobalt conversion unit intended for electric mobility in Parempuyre and Blanquefort.
The project, with an estimated cost of 500 million euros, encompasses three main activities: a port and logistical handling area, a material sciences and process engineering laboratory, and a factory capable of processing 20,000 metric tons of nickel and 3,000 metric tons of cobalt into high-quality sulfates for lithium-ion batteries used in electric vehicles.

The meeting on Monday marks the first event under the guidance of the National Public Debate Commission (CNDP). The CNDP, an self-reliant administrative authority requested by the project leader in late 2024, will oversee the prior consultation period until May 15. The consultation will include public meetings, conferences, thematic workshops, and mobile information stands in various markets. The consultation will also extend to municipalities such as Bordeaux, Bassens, and potentially Talence.
A site visit to the Industrial-Portequina area, owned by the Grand Maritime Port of Bordeaux, is scheduled for Saturday, April 5. Registration is required.
Given the sensitivity of the project, the CNDP has appointed two guarantors to oversee the prior consultation. These individuals met with approximately 50 stakeholders from institutions, associations, residents, companies, and elected officials to identify key issues and concerns. These findings were presented to the Emme company and used to inform the creation of a 72-page consultation document. This document addresses various themes, including ecological transition, industrial sovereignty, the suitability of the project’s location, potential environmental risks, economic impacts (including the creation of 200 direct and 300 indirect jobs), and local taxation.
Focus on Quality Debate
The guarantors stated that The CNDP must provide the guarantee of a quality debate on healthy bases, free questions, transparent and complete answers, exchanges of arguments in a courteous climate.
They emphasized that their role is not to determine the project’s merit but to ensure a fair and transparent consultation process. We are not investigative commissioners. We will not issue any favorable or unfavorable opinion.Our record will target consultation. Was it in accordance with the values of the National Commission? Has the public have been well informed? Been able to express themselves? If questions have not received an answer, this will be meant to the client. We will make him a number of suggestions in relation to the rest of the events.
The National Commission for Public Debate must provide the guarantee of a quality debate on healthy bases.
Following the prior consultation on May 15, the guarantors will have one month to finalize their conclusions, which will be made public. Emme will then have two months to respond. If the project proceeds, the CNDP will appoint another guarantor to ensure continued information dissemination and public engagement until the public inquiry file is submitted. This stage is expected in the second half of 2025, at which point the project’s final form will be determined.
Previously, Emme has made adjustments to the project, such as reducing the land area required, eliminating sulfur dioxide from the manufacturing process, and utilizing water from the Blanquefort treatment station instead of drawing from the Garonne River. Construction is currently slated for 2026-2027.
