Covered California Open Enrollment 2024: DACA Recipients & Key Enrollment Dates

Open enrollment for Covered California started on November 1. If you enroll by December 31, your coverage will begin on January 1, 2025.

California has seen a rise in health insurance enrollment, with 15% more enrollees over the past four years. The uninsured rate is at a record low. In the Greater Bay Area, enrollment increased by over 7%, totaling more than 330,000 Californians covered.

Despite these advancements, about 1.3 million eligible Californians remain uninsured. These individuals could qualify for low-cost plans through Covered California or free coverage through Medi-Cal.

Under the Biden administration, DACA recipients can access Affordable Care Act plans. However, 19 states have sued the federal government, claiming this expansion burdens them. They argue that DACA recipients are not legally in the country and that insurance encourages them to stay unlawfully.

While the lawsuit is pending, California urges eligible DACA recipients to enroll in Covered California. They can apply during a special enrollment period and start coverage on December 1.

Open enrollment ends on January 31.

How to Sign Up for Covered California as a DACA Recipient

When is the signup deadline?

Open enrollment runs from November 1 to January 31. If you qualify for Medi-Cal, you can sign up at any time.

When does my coverage start?

Your coverage begins on the first day of the month after your application is submitted. If you apply by the end of November, your coverage starts on December 1. Applying in December means your coverage begins in January.

What information will I need to apply?

You must provide proof of your immigration status. Acceptable documents include:

  • Notice of Action (I-797) from USCIS showing approval of your deferred action status.
  • Employment Authorization Document (I-766) proving you can work in the U.S.

What if I lack these documents?

You can still apply. If you meet all other criteria, you will be considered “conditionally eligible” for 95 days, giving you time to submit the required documents after you obtain them.

Will applying for Covered California affect my immigration status?

No, applying for insurance through Covered California or receiving help through Medi-Cal does not make you a public charge. It will not impact your immigration status or chances of becoming a lawful permanent resident. Exceptions apply only if you receive long-term care through Medi-Cal or provide false information in your application.
