Russian law enforcement has concluded its inquiry into the deadly Crocus ‌City Hall attack, asserting the mass shooting was⁤ carried ⁢out “in ‌the interests” of ⁤Ukraine.⁣ The Investigative Committee,⁢ which probes‌ major crimes, claims ‍the attack, which caused an estimated 6 billion rubles ($76.4 million) in damages, was planned to⁣ destabilize Russia.

The Islamic State claimed responsibility for the March 22,⁤ 2024,⁤ attack, ⁤where four gunmen killed 149 people and wounded 609 others. Though, Russian investigators maintain ⁤that 19 alleged‌ perpetrators, accomplices, and arms suppliers were members of ISIS-K, an Islamic State affiliate active in Central and South‌ Asia, but acted on⁣ behalf of Ukraine.

Investigators repeated claims that the attackers attempted to flee ⁣to Ukraine after the shooting but were captured in Russia’s Bryansk‌ region, near the Ukrainian and Belarusian borders. kyiv has consistently denied any involvement ⁤in ‍the ‌attack. The⁢ Crocus city Hall attack remains a sensitive‌ issue, wiht ukraine-Russia relations further strained by the‌ allegations. The‍ ISIS terrorism angle adds another‍ layer⁣ of complexity ‍to the investigation.

According to Russian investigators, preparations for the ⁢assault began months in advance. Some‍ suspects allegedly received training abroad, and weapons were reportedly modified and smuggled into ⁣Russia through the Dagestani ‍port city of Kaspiysk. A separate investigation is ongoing ‍into‍ six other suspects, including⁢ two alleged masterminds, who remain at large and are wanted internationally. Authorities said in March that those suspects recruited the gunmen and organized their training outside Russia.

The Investigative Committee previously accused the security services of an unnamed ⁤”unfriendly state” of⁢ planning and directing the attack
