A sprawling examination has uncovered a scheme in New York City where hundreds, possibly thousands, of drivers may have illegally obtained their licenses.The Staten Island road test scandal,dubbed “Operation Road Test,” implicates department of Motor Vehicles (DMV) employees and a Queens driving school in a conspiracy to bypass required road tests.
Richmond County District Attorney Michael McMahon announced the findings, highlighting the potential danger posed by unlicensed and untested drivers. The investigation revealed that T&E Driving School in Flushing allegedly charged individuals up to $2,000 to secure licenses without taking the mandatory driving exam. This fraudulent driver’s license process involved the driving school colluding with DMV employees to schedule tests with imposters.
These imposters then took the road tests on behalf of the paying customers,with the complicit DMV employees allegedly receiving cash payments. Homeland Security Investigations’ George Ioannidis stated that T&E Driving School strategically used social media to target members of the Chinese community, promising licenses regardless of language ability, immigration status, or driving skill.
Three DMV employees and four individuals connected to the driving school now face charges including falsifying business records, tampering with public records, and identity theft. The DMV has suspended the implicated employees.
“Too many people have gotten drivers’ licenses because of corruption,because of theft,” said McMahon. “Countless individuals are driving on our roads without demonstrating the skills necessary to do it safely.”
