Daily Allowances for Dropouts and Unemployed Sick People
For several months, Marie* found herself without income and without the daily allowances she is entitled to due to her sick leave. Despite a complete file sent to the General Social Security Fund (CGSS), she explains that she had difficulty communicating with them. A non-payment that weighs on the budget of this mother. Questioned by Imaz press, the CGSS specifies “the average payment time is around 26 days”. She adds, “payment delays are often linked to the absence or incompleteness of the documents submitted”. Marie is on sick leave after a state of severe anxiety and depression from a medical point of view.
If the first month, she was paid by her employer, the employee – 80% therapeutic – saw her salary drop to 0 euros in April 2024. Marie then contacts her employer who tells her that it is the CGSS who must take over.
“I sent emails, made telephone appointments on Ameli, at first I was told that nothing could be done,” she tells Imaz Press.
A situation that affects her physically and psychologically since, already on sick leave for anxiety, the stress of receiving nothing for this mother of three children adds to the worry.
Questioned by Imaz Press, the CGSS explains that “when a sick leave gives the right to daily allowances, two situations arise: the employer practices subrogation: he continues to pay the salary (all or part) and receives the IJ directly from the CGSS,as in this case. Or the employer does not practice subrogation: the CGSS then pays the IJ directly to the insured.
French Workers Face delays in Receiving Daily Allowances
Many French workers experiencing illness are waiting over two weeks to receive their daily allowances, despite a legal requirement for payment within 14 days of a complete application, according to reports from Réunion. The standard timeframe for receiving the indemnité journalière, a daily allowance paid to workers during sick leave, is typically 14 days, provided all necessary documentation is submitted. Though, the Caisse Générale de Sécurité Sociale (CGSS) in Réunion reports an average payment delay of approximately 26 days as of late 2023, though they note improvements in recent months. One worker expressed frustration with the delays, stating, “I haven’t given up, but I think there must be other peopel in my situation who end up giving up and going back to work.” This sentiment highlights a concern that prolonged payment delays may force individuals to return to work while unwell, potentially exacerbating health issues and impacting productivity. The CGSS acknowledges the issue in Réunion and communicated to Imaz Press that the average payment time is improving. While the CGSS did not provide specific data on the rate of advancement, they indicated a positive trend.
