DDPS Streamlines Project risk and Quality Management with New Framework Contracts

Enhanced Oversight for Major Projects
Teh Federal Department of Defense (DDPS) is implementing a new strategy too bolster risk and quality management for its most critical projects. Effective in 2026,the DDPS will leverage external expertise to provide an independent and objective assessment of project execution,aiming to improve overall project management effectiveness.
This shift towards outsourcing is designed to eliminate potential internal biases in analysis, recommendations, and evaluations, fostering greater clarity and accountability. The DDPS believes this approach will improve decision-making traceability and optimize resource allocation.
Framework Contracts Awarded to Three Firms
Following a competitive process involving 27 bids, the DDPS has awarded framework contracts to Amstein + Walthert Progress AG, mabuco GmbH, and APP Unternehmensberatung AG. These contracts, valid through 2037, establish a ceiling of approximately 5.7 million Swiss francs for potential services.
Crucially, these framework contracts do not guarantee work. Instead, they provide a mechanism for rapid access to specialized support when launching major projects. Previously, the DDPS determined whether to outsource risk and quality management on a project-by-project basis.
Accelerated project Startups and Reduced Bureaucracy
The new framework contracts will significantly reduce administrative overhead. Administrative units can now directly order necessary risk and quality management services at the outset of a project, bypassing the need for lengthy and complex individual tendering procedures. This streamlined process is expected to accelerate project initiation and improve efficiency.
By proactively engaging external expertise, the DDPS anticipates earlier identification and mitigation of potential risks, ultimately contributing to more successful project outcomes.
