Under proposals put forward by the political party DéFI to save two billion euros annually, dental care patients face new limits on reimbursed X-rays. Panoramic X-rays would be reimbursed only once every five years for individuals over 19 years old, down from the current interval of once every three years. Reimbursable intraoral X-rays will be capped at ten, and certain service combinations performed on the same day will no longer qualify for reimbursement. While the stated goal is to eliminate redundant exams, patients will absorb the remaining costs for un-reimbursed procedures.

Simultaneously, general medicine centers and on-call services will expand teleconsultation use during weekends and public holidays. Officials project this shift will move roughly 30 percent of non-essential physical consultations to remote formats, saving 4.1 million euros. This change aims to provide faster medical access without travel, provided remote evaluation remains clinically appropriate. Physical examinations will remain mandatory whenever clinical assessment demands it.

Nursing services are also slated for funding reductions. Limiting or entirely eliminating reimbursements for in-home hygiene care in specific situations could yield over 2.8 million euros in savings. Meanwhile, proposed modifications to rules governing midwives and higher medication costs form part of the broader financial restructuring across the healthcare sector.

Government Reduces Planned Increase to Annual Out-Of-Pocket Caps

Parallel policy shifts alter direct patient costs through medical franchises. According to reporting from Zinfos974 regarding a draft decree transmitted to the National Health Insurance Fund consultative bodies on August 21, 2026, the government abandoned an initial plan to double annual out-of-pocket caps from 100 euros to 200 euros after widespread public opposition from patient associations, unions, and healthcare professionals.
