Ho Chi Minh City to Issue Decision on Underground Construction Space Planning
After nearly a year of being blocked, Ho Chi Minh City will issue a decision to add underground construction space planning content to the management regulations according to approved zoning plans in Ho Chi Minh City.
The Office of the Ho Chi Minh City People’s Committee has sent a document to members of the Ho Chi Minh City People’s Committee to ask for their opinions on the draft of two decisions of the Ho Chi Minh City People’s Committee related to underground space planning.
Specifically, the draft decision on adding the content of underground construction space planning to the regulations on managing the detailed urban construction planning project at a scale of 1/2000 (sub-zoning planning) of the existing central area of Ho Chi Minh City of 930 hectares was approved by the Ho Chi Minh City People’s Committee in Decision No. 6708/2012.
The second is the draft decision on adding the content of underground construction space planning to the management regulations according to the 1/5000 scale zoning plans, 1/2000 scale, and 1/2000 scale detailed construction plans that have been approved in Ho Chi Minh City.
Implementing the conclusion of the direction of the Party Committee of the Ho Chi Minh City People’s Committee at the meeting on September 9, the Office of the Ho Chi Minh City People’s Committee reported and collected votes from members of the Ho Chi Minh City People’s Committee on the draft 2 decisions of the Ho Chi Minh City People’s Committee.
The voting form must be sent to the Office of the Ho Chi Minh City People’s Committee (via the Urban Department) within 3 working days for synthesis and submission to the Ho Chi Minh City People’s Committee for consideration, signing and approval before September 14.
Ho Chi Minh City People’s Committee plans to consider, sign, approve and issue 2 decisions before September 14.
Previously, at the meeting on September 9, Mr. Bui Xuan Cuong, Vice Chairman of the Ho Chi Minh City People’s Committee, agreed to collect votes from members of the Ho Chi Minh City People’s Committee on the draft of the two above-mentioned decisions.
The Department of Planning and Architecture proposed to add the content of underground construction space planning to Decision No. 6708/2012 on approving the detailed urban construction planning project at a scale of 1/2000 (zoning plan) of the existing central area of Ho Chi Minh City, 930 hectares.
Supplement the content of underground construction space planning into the management regulations according to the 1/5000 scale zoning plans, 1/2000 scale, and 1/2000 scale detailed construction plans that have been approved in Ho Chi Minh City to have a basis for granting construction permits for individual housing projects with basements in areas without 1/500 scale detailed planning.
For nearly a year, people in Ho Chi Minh City have not been granted permits to build houses with basements. The Ho Chi Minh City Department of Construction said that the current problems are related to construction planning.
Specifically, the general planning project of Ho Chi Minh City approved by the Prime Minister in 2010 and the detailed construction planning projects at a scale of 1/2000 previously approved by the Ho Chi Minh City People’s Committee did not show the planning content of urban underground space construction.
Because the detailed construction planning projects at a scale of 1/2000 do not have urban underground space planning, the preparation, appraisal and approval of detailed construction planning according to the shortened process, i.e. the process of preparing the master plan, encounters difficulties.
According to the Ho Chi Minh City Department of Construction, the process of establishing a master plan is the basis for establishing construction investment projects, granting construction permits and implementing other tasks according to regulations.
To resolve the above problem, the Department of Construction believes that the Department of Planning and Architecture must advise and apply the special mechanism of Resolution 98 to submit to the Ho Chi Minh City People’s Committee to adjust and supplement the urban underground space planning into the approved zoning planning projects.
