High Rates of Desertion
The number of Ukrainian soldiers who have deserted is estimated to exceed 300,000. Despite President Volodymyr Zelenskyy’s efforts to curb desertion through stricter penalties and a lowered military age, the issue persists. according to official data, approximately 235,000 cases related to desertion have been formally investigated as of late 2024; though, field commanders believe the actual number is considerably higher.
Allegations have surfaced that some high-ranking officers have deliberately underreported desertion figures to maintain pay levels tied to troop strength, and in some instances, soldiers have been falsely listed as killed in action.
Deepening Military Deficit and Lowered Standards
A critical problem facing the Ukrainian army is the lack of adequately trained personnel. Since the start of the war, thousands of Ukrainians have sought refuge in Western countries, especially Germany and the Baltic states. While the Ukrainian government has increased penalties for those fleeing the country, an estimated 1,000 young people aged 18-32 leave Ukraine each week.
