Patient Speaks Out After Doctor Suspended for Inappropriate Relationship

A woman, identified only as Patient A, has publicly shared her experience of an inappropriate sexual relationship with a doctor, dr. Cían Hughes, who has been suspended from the medical register in the UK. The case raises serious questions about professional boundaries, patient vulnerability, and the adequacy of disciplinary measures within the medical profession.
A Years-Long Relationship Rooted in Vulnerability
Patient A, now 28 and living in London, was first introduced to Dr. Hughes in March 2011 while a 13-year-old inpatient at Bristol Children’s Hospital. She was undergoing treatment for a lifelong disability and is a wheelchair user. Dr. Hughes, than a medical student, was present during a surgery she underwent.
“Cían and I first met… He was allowed attend a surgery I was having… He was a nice person and I was a young teenager getting around being stuck in hospital for weeks at the time,” patient A told RTÉ News.
Their initial connection blossomed into regular correspondence via email,and a relationship developed over time. Dr. Hughes, who was 23 at the time, began visiting her outside of hospital appointments.
“He asked me out and three or four days later he kissed me.At that point I was still 17,” she revealed, detailing the progression of the relationship which continued into 2015.A medical Practitioners Tribunal later found that Dr. Hughes engaged in sexual intercourse with Patient A in May 2015. Patient A also spent weekends at Dr. Hughes’ flat during this period.
UK Tribunal Findings and Suspension
The Medical Practitioners Tribunal ultimately found Dr. Hughes’ fitness to practice impaired due to his misconduct. Last month, he was suspended from the UK medical register for a year. The tribunal noted, however, that there were no patient safety concerns and assessed the risk of repetition as low. A review hearing is scheduled before the end of the 12-month suspension period.
Dr. Hughes is currently registered with the Medical Council in Ireland. He has provided an undertaking to the Council not to treat certain patient groups except under specific conditions, limiting his practise.
Patient A’s Disappointment with the Outcome
Despite the suspension, Patient A expressed her dissatisfaction with the severity of the sanction. She believes a one-year suspension does not adequately convey the seriousness of the misconduct to the medical profession.
“I don’t think the suspension of Dr Hughes for a year sent enough of a message… that this is behavior that is not acceptable,” she stated. She acknowledged that the relatively lenient outcome may be linked to Dr. hughes’ current non-clinical role in Ireland.Patient A credits a welfare officer at her workplace with assisting her in reporting the case to the UK General Medical Council. she has now requested the General medical Council to appeal the Tribunal decision, seeking a more substantial penalty.
Lasting Impact and a Call for Change
The experience has had a profound and lasting impact on Patient A’s life. She reports a meaningful erosion of trust, particularly towards authority figures and men in general.
“The events have caused me to distrust authority figures and generally distrust men,” she said.
Her decision to speak publicly is a courageous step, intended to raise awareness about the abuse of power dynamics within the doctor-patient relationship and to advocate for stronger protections for vulnerable patients. The case underscores the critical need for robust professional boundaries and a culture of accountability within the medical community to prevent similar incidents from occurring in the future.
