According to senior Commissioner Hendra Rochmawan, Head of West Java Police Public Relations, the initial report involves a 24-year-old woman, identified as Aed. Rochmawan stated at a Thursday press conference that “the suspect forcibly groped certain parts of the victim’s body, leading the victim to resist.” The alleged incident occurred at MSF’s residence, according to police findings.
Aed reported the alleged assault to the Garut Police Station after a video circulated on social media showing MSF examining patients at a clinic. The Garut Police formally named MSF as a suspect on Thursday.

Several women claiming to be victims of MSF have begun to share their experiences. While not all have filed formal police reports, some have detailed the alleged abuse on social media.
One woman, identified only as AK to protect her privacy, told reporters that she underwent an ultrasound examination by MSF on June 10, 2024, at the Karya Harsa clinic in Garut City. “I went for an ultrasound to check on my pregnancy,” AK said.

Doctor Accused of Sexual Harassment During Prenatal Ultrasound
A pregnant patient,identified as AK,has accused a doctor,identified as MSF,of sexual harassment during a prenatal ultrasound examination. The alleged incident involved an unusual breast examination and unsolicited contact via WhatsApp.
Unusual Ultrasound Procedure
AK stated that during a routine prenatal checkup, she mentioned discomfort in her left breast. According to AK,the doctor then performed an ultrasound on her abdomen,which she felt took an unusually long time because of the baby’s position. Following the abdominal ultrasound, AK alleges that MSF suggested performing an ultrasound on her breasts, purportedly to check for lumps.
“There [merasa] rather strange, and [saya] asked ‘How I mean, dock? ‘” AK recalled. She stated that the doctor responded by saying, “Who knows there is a lump…”
AK agreed to the breast ultrasound, trusting the doctor’s professional opinion. though, she became increasingly uncomfortable as MSF repeatedly applied ultrasound gel to her breasts during the examination, which she says lasted between 30 and 45 minutes.
“I have been to the surgeon, have been examined by breasts, and the way is not like that,” AK told BBC News indonesia.
AK’s husband was present during the examination but did not suspect any wrongdoing. A nurse was also present but was reportedly occupied with other tasks and not directly observing the ultrasound procedure.
Verbal Harassment via WhatsApp
Following the ultrasound, MSF allegedly requested a photo with AK and her husband and asked for AK’s WhatsApp number, supposedly to send the ultrasound images. AK claims that MSF then initiated unwanted contact through WhatsApp, engaging in what she described as “verbal sexual harassment.”
MSF allegedly contacted AK multiple times, offering free ultrasounds, which AK declined.
“But I don’t want to come back [diperiksa] There,” AK said.
Coming Forward
AK initially hesitated to share her experience publicly,fearing negative reactions.However, after a video surfaced showing MSF allegedly engaging in similar behavior with other patients, AK decided to share her story on Instagram.

The footage sparked widespread condemnation online, with some social media users claiming they were also victims of similar acts by the same doctor.
The alleged incidents reportedly occurred at the Karsa Harsa Clinic in the Pengkolan area of Garut. Dewi Sri Fitriani, Deputy Director of the clinic, confirmed that MSF had worked there since 2023 but had rarely seen patients since early 2024. ”The doctor has resigned,” Fitriani told reporters.
Fitriani also acknowledged that the clinic had received complaints from patients regarding the doctor’s alleged behavior. “There was a complaint from the patient,” she stated, adding that the clinic is cooperating with police in the investigation.The clinic claims to be negatively impacted by the doctor’s actions. “Not only tarnished the good name of the clinic, but also tarnished the good name of the doctor,” Dewi said.
Police Investigation and Victim Hesitancy
Police investigations indicate the alleged harassment occurred on June 20, 2024. As of April 17, local police had not received a formal complaint from the victim seen in the video.According to Commissioner of Police Hendra Rochmawan, Head of public Relations for West Java Police, authorities have identified the victim and are attempting to gather more information. “We are exploring the victims in the video. We have pocketed his identity,” Rochmawan said at a press conference. Though,the victim reportedly stated she is “still consulting with her husband and family” before proceeding.

The Ministry of Health released a statement acknowledging the allegations against MSF, stating that such actions “injure the noble values of the medical profession” and “damage public confidence in medical personnel and health services,” according to Aji Muhawarman, head of the Ministry’s Interaction and Information Bureau.
Slamet Budiarto, Chairperson of the Indonesian Doctors Association (IDI), echoed these sentiments, stating the case “very injured” the medical community. Contacted by telephone on April 16, Budiarto said that if the allegations are proven true, MSF would be in violation of medical ethics, an act he deemed “unforgivable.”
The Ministry of Health emphasized patient protection as paramount. Aji Muhawarman stated that the Indonesian Health Council (KKI) is conducting a thorough examination of the case. The ministry has requested the KKI revoke MSF’s registration certificate (STR), which would automatically invalidate his practice license (SIP).
If the KKI investigation finds ethical violations or professional misconduct, strict sanctions, including temporary revocation of the medical personnel’s registration certificate, will be imposed. Dr. Slamet, a leading health official, stated that patients undergoing examinations have the right to be accompanied. “If a patient arrives alone, a health worker from the facility must be present,” he said. “If the patient is accompanied by family, then the family members provide that support.”
These guidelines are designed to protect patients and ensure transparency during potentially sensitive procedures.
Patient Autonomy and Examination Protocols
According to Dr. Slamet, physicians must explicitly seek permission before examining any body part deemed potentially problematic. “If the patient consents, the examination can proceed. However, if the patient declines, the examination cannot be performed,” he clarified.
For more invasive medical interventions,written consent from the patient or their family is mandatory. Though, for procedures like ultrasounds, verbal consent is sufficient, according to Dr. Slamet.
The patient’s right to choose extends to the presence of family members or nurses during the examination. “Patients can refuse the presence of relatives or nurses. That decision rests with the patient,along with the understanding of any potential consequences,” Dr. Slamet explained.
Scope of Examination and Patient Complaints
Addressing concerns about the scope of examinations, particularly during pregnancy ultrasounds, Dr. Slamet emphasized that the examination should be guided by the patient’s specific complaints. “If the patient is pregnant, the focus is on the pregnancy. if there’s a breast tumor concern,then the breasts are examined,” he said.
He reiterated, “but all of that requires permission from the patient.”
Surveillance Cameras and Ethical Considerations
The use of surveillance cameras (CCTV) in examination rooms also raises ethical questions.Dr. Slamet stressed that using such cameras without the patient’s explicit consent is a violation of ethical principles.
“Such as, a clinic installing CCTV to monitor doctors without patient consent, especially in situations involving exposure of private body parts, is unacceptable,” he stated.
Even if a doctor objects to the presence of CCTV, the patient’s consent overrides that objection. “If the doctor refuses, but the patient accepts [the presence of CCTV], it is allowed,” Dr.Slamet said.

Dedi Supratman, Chairperson of the Indonesian Public Health expert Association (IAKMI), attributes cases of alleged misconduct, such as the one in Garut, West Java, to an “asymmetry of information.”
“This occurs as of an imbalance where the doctor possesses extensive knowledge and authority, while the patient feels vulnerable,” Dedi Supratman told BBC News Indonesia.
Information asymmetry refers to a situation where one party in a transaction has more information than the other,potentially leading to unfair advantages.
To counter this,Dedi urged the public to become more informed about medical procedures and their rights as patients.

“When visiting a clinic, patients should proactively inquire about the purpose of each action taken by the doctor,” says Dedi, a patient advocate. “Understanding these procedures allows patients to identify and report any actions that deviate from standard practice.”
The Challenge of Reporting and the Need for Accessible Channels
Historically, a notable barrier has been the difficulty patients face in reporting incidents, particularly in the absence of concrete evidence. This is further compounded by a lack of trust in internal reporting mechanisms within healthcare facilities.
Dedi emphasizes that education is paramount for both patients and their families. He suggests, “Patients should actively seek information, utilizing online resources and directly questioning their doctors about medical procedures. This proactive approach is a fundamental patient right.”
He further explains, “if an unnatural action occurs, such as inappropriate touching during a pregnancy ultrasound, it is indeed clearly unethical and must be reported.”
Ministry of Health’s role in Establishing Information Nodes
To facilitate effective reporting, there are calls for the Ministry of Health to establish accessible “information nodes” where the public can report instances of harm within the medical system.
“We must prevent people from resorting to social media to voice their grievances,” Dedi warns.“Cases should not require virality to be addressed effectively.”
Concerns About Internal Reporting and Potential Cover-Ups
doubts persist regarding the efficacy of reporting issues solely to hospital or clinic management. There are concerns that facilities may be reluctant to investigate, fearing reputational damage.
“Imagine a patient reporting an issue to hospital management.Would they be inclined to open the case? Unlikely, as it could tarnish the hospital’s image,” Dedi states.
He adds,”Moreover,there’s a risk of colleagues covering up for one another,preventing such incidents from ever surfacing.”
“If reports are confined to management, they are unlikely to be acted upon,” Dedi concludes.
Strengthening Information media and Stakeholder Involvement
To overcome these challenges, it is crucial to strengthen information dissemination through various media channels, ensuring that reports reach not only healthcare facilities but also the Health office, the Ministry of Health, and other relevant stakeholders, including health assemblies.
“We hope that this information can be readily accessed by the community, ensuring that reports extend beyond individual health facilities and reach the appropriate authorities,” Dedi explained.
